ACCESS Announces Agreement with HP to Bring a Complete Premium Content Solution to Mobile Operators

ACCESS Premium Content Subscription Server to be Resold by HP as the Content Billing Component of HP mobile Service Delivery Platform

Cannes, France –3GSM World Congress, – February 23, 2004 – ACCESS (Tokyo Stock Exchange:4813), a global provider of mobile content delivery and access technologies, today announced that it has reached a reseller agreement with HP for ACCESS’ Premium Content Subscription Server (PCSS®). Under terms of this worldwide agreement, PCSS will be resold as a premium content billing solution within the HP mobile Service Delivery Platform (mSDP), and HP will provide integration and support services for mobile o perators deploying PCSS.

PCSS is a proven solution for mobile operators that enables profitable next-generation data services. PCSS helps operators leverage premium branded content from the Internet’s major providers within a revenue-sharing business model. PCSS provides a secure, seamless and flexible content purchasing experience for consumers, while significantly reducing integration and time-to-market issues for mobile operators deploying data services.

HP mSDP is a modular, standards-based framework of software and tools, partner solutions, carrier-grade hardware and consulting and integration services. It streamlines service creation and gives operators the market agility they need to deliver mobile services quickly with minimal cost and risk. The integration of PCSS into HP mSDP offers mobile operators a fast and reliable way to introduce premium multimedia data services to the market.

PCSS is an integrated platform that enables wireless network operators to rapidly deploy value-added data services on 2.5G and 3G networks. With PCSS, operators can leverage premium branded third-party content such as graphical web pages, Java applications, ring-tones, screen-savers, premium MMS messages and other push services. Purchases of premium content are charged to the user’s post-paid or pre-paid account. The pre-paid capabilities of PCSS are of particular value in many markets around the world.
