ACCESS Signs Agreement with Telcel Mexico to Provide Advanced Mobile Data Technologies and Services

ACCESS to Provide Premium Content Subscription Server and Content Portal to Mexico’s Largest Mobile Operator

ATLANTA, Georgia – CTIA Wireless 2004 – March 22, 2004 – ACCESS (Tokyo Stock Exchange: 4813), a global provider of mobile content delivery and Internet access technologies, today announced that Radiomóvil Dipsa, S.A. de C.V. (Telcel), the leading mobile operator in Mexico with nearly 24 million subscribers nationwide, has selected ACCESS’ advanced technologies and services to develop its next generation of WAP services. As part of the agreement, ACCESS will provide its Premium Content Subscription Server (PCSS®) to power Telcel’s premium WAP service.

To further expand participation and revenue opportunities for content partners in Mexico, ACCESS and Telcel are planning to reach a commercial agreement with Mobbix, S.A. de C.V. to promote the development of content for Telcel. As part of the future agreement, Mobbix will administer the official content recruitment, training, and support program for Telcel, with ACCESS providing necessary handset and platform technology expertise.

Financial terms of the contract between Telcel and ACCESS were not disclosed.
